Wage:$85,000-$95,000 depending on experience
Position Overview
Xaxli'p Development Corporation is seeking an experienced Operations Manager to oversee the daily operations of our civil contracting company (GNS) and Traffic Control Services Division. This pivotal leadership role requires a dynamic professional who can effectively manage multiple business lines, drive operational excellence, and support continued business growth.
Key Responsibilities
Operations Management

Oversee all operational aspects of civil contracting, traffic control services, and property management divisions

Develop and implement operational policies, procedures, and best practices to ensure efficiency and quality

Monitor project progress and ensure timely completion within budget and quality standards

Coordinate with project managers and field supervisors to optimize resource allocation
Staff Management & Scheduling

Manage, schedule, and coordinate staff across both business divisions

Ensure adequate staffing levels to meet project demands and contractual obligations

Conduct performance evaluations and provide coaching and mentorship to team members
-
Foster a positive, safety-focused work culture aligned with company values

Oversee recruitment, onboarding, and training of operations personnel
Business Development & Contract Management

Generate new business opportunities and cultivate relationships with potential clients

Prepare and present competitive quotes and proposals to prospective customers
-
Negotiate contract terms and ensure compliance with all contractual obligations
-
Maintain and strengthen relationships with existing clients to promote repeat business
-
Identify market trends and opportunities for service expansion
Equipment & Compliance Management
-
Ensure all equipment is properly maintained, serviced, and kept in optimal working conditions

Develop and oversee preventative maintenance schedules for fleet and equipment
-
Ensure all equipment meets relevant industry standards and regulatory requirements
-
Manage equipment inventory and make recommendations for replacements or additions
-
Maintain compliance with WorkSafe BC, Ministry of Transportation, and other regulatory bodies
Financial Oversight

Prepare and manage operational budgets for both divisions
-
Monitor expenses and identify cost-saving opportunities without compromising quality or safety

Review and approve purchase orders and operational expenditures

Provide regular financial and operational reports to senior management
Qualifications & Requirements
Education & Experience
-
Post-secondary education in Business Administration, Construction Management, or related field (or equivalent experience)
-
Minimum 5 years of experience in operations management, preferably in civil construction or traffic control industries

Proven track record in business development and contract management
-
Experience managing multi-disciplinary teams and complex projects
-
Previous experience in property management an asset

Strong leadership and people management abilities

Excellent organizational and time management skills with ability to prioritize effectively

Exceptional communication and interpersonal skills

Proficiency in project management software and Microsoft Office Suite

Strong financial acumen and budget management experience

Proven ability to prepare professional quotes and proposals

Knowledge of relevant safety regulations and industry standards
Certifications & Licenses
-
Valid BC Driver's License (Class 5 minimum)

Traffic Control Person (TCP) certification or willingness to obtain

First Aid certification (Level 1 minimum) or willingness to obtain

Heavy Equipment Operator (HEO) certification (asset)
-
WHMIS and other relevant safety certifications (asset)
Other Requirements

Ability to work flexible hours including evenings and weekends as needed

Willingness to travel to project sites and client locations

Strong understanding of or willingness to learn about Indigenous business practices and community values
